This chapter is a close examination of a brief, but crucial, debate at the opening of the Westminster assembly in late October 1643. This was the first debate over church government in the assembly, and arguably the most important. It is represents the first foray into the thorny topic of church power and immediately exposed vast array of polities on offer at the assembly. This debate sets the ecclesiological stage for the rest of the book and in it we find the basis of the Apologists’ polity and the emergence of a variety of English presbyterian positions.
