This chapter provides an overview of the current state of health systems and local government systems in the Republic of Ireland and Northern Ireland, and the reforms each system is going through at the time of writing. The development of the HIA agenda in both jurisdictions is provided. This chapter describes the context within which the HIA instrument and approach must operate in both jurisdictions, as the HIA process needs to cooperate with the local government and health systems if its findings and outcomes are to be used and assimilated into the policy development processes.
