This chapter provides the conceptual basis for the book. A presentation and description of HIA's conceptual roots is necessary when examining the use of HIA in public policy. Such conceptual roots frame the content of the book. This chapter includes the necessary background information and analysis of the problems that HIA has been designed to address. The chapter reviews current literature (public health and health promotion; EIA and impact assessment frameworks; policy theories) and indicates how this book (empirically and conceptually grounded) analyses four HIAs conducted in the Republic of Ireland and Northern Ireland. The conceptual lens used to examine the four HIAs is outlined in this chapter, which draws mainly from political science.
