Management of the party’s governing NEC involved a heavy cultural blitz which emphasised the need to avoid the past damage said to have been caused by the NEC. In its organisational role, examined in this chapter, and in its policy role (covered in Chapter 10) the NEC was managed into decline, and power became more concentrated within it. The NEC trade union group made no attempt to use financial influence against this management. But shown in this chapter also is that fusing with the party and public reaction against manipulative management in the London Mayoral election, there was still a range of NEC revolts against controlling proposals from the officials; this included a crucial restraint on sanctions against rebellious MPs after the Chief Whip’s report. Elections to the reduced CLP section of the NEC were heavily managed by partisan officials but with limited success.
