Chapter 9 is concerned with the issue of foreign and security policy under Rodríguez Zapatero and considers his decision to withdraw Spanish troops from Iraq immediately after the PSOE's general election victory in 2004. It also assesses Spain's relations with the United States and Rodríguez Zapatero's Alliance of Civilizations initiative under the aegis of the United Nations.
